In an eMobility and charging infrastructure sector which is driven by market dynamics, commercial roles appear such as the charging point operator (CPO) and the eMobility Service Provider (MSP). In certain situations, such as smaller islands, these may be roles provided for by the utility. In that case, most of the above functions also apply.  In larger countries or more developed sectors, these will become separate entities, potentially amended by specialist functions such as (data) aggregators and roaming platforms.

 Within a well-defined regulatory context, these market actors should be incentivized to develop and grow the market, and thereby the full eMobility value chain. To make this happen from scratch, a variety of instruments and tooling is needed, such as regulation, incentives, and monitoring. A proper contractual framework is needed to clearly define the public and private responsibilities, and an interoperable business framework that guarantees and level and fair playing field and pricing.
